John Richard Fowler (February 17, 1927 - March 23, 2007) was a pharmacist and local politician in Memphis in Hall County, Texas. He served on the Memphis school board and city council, both nominally nonpartisan positions. Two consecutive Democratic governors appointed him to the Red River Authority of Texas and the Texas State Board of Pharmacy. He was born in Sayre in Beckham County, Oklahoma, and attended high school in Petersburg in Hale County, Texas. He served in the United States Navy and graduated from the University of Texas at Austin School of Pharmacy. He was married until his death to the former Mary Louise Rogers (1930-2014), and they had three children, Roger Fowler, Paul Fowler, and Julie Fowler Trash.
