On his return to Penn State In 1969-1970 he was appointed an instructor in Russian and Soviet History and defended his dissertation in May 1970. Taught graduate summer seminar at Shippensburg State College And in `970-1971 he was a post-doctoral fellow at Leningrad State University in the Soviet Union. On his return to the USA he was appointed an assistant Professor at Kansas State University, Where he taught between 1971 and 1985 with two years as a guest professor at Miami University on Oxford, Ohio. In January 1986 he joined the Staff of the newly -created Soviet Army Studies Office where he served as a senior researcher. With the collapse of the USSR the SASO became FMSO Foreign Military Studies Office in 1992. He did serve as Director at Foreign Military Studies Office between 2003-2006. And was Deputy Director of the US Army School of Advanced military Studies from 2006 to 2009 when he retired from Federal Service in 2009.
